First Deputy Minister of Finance

Anar Mehman oglu Karimov was born in 1977. He graduated with honors with both Bachelor’s and Master’s degrees in International Law from Baku State University (1999–2002). In 2001, he earned a Master’s degree in International Economic Law from American University in the United States. 

In 2001, he served as a Lawyer at the United States-Azerbaijan Chamber of Commerce (USA). From 2002 to 2005, he held the positions of Attache and Third Secretary at the Economic Cooperation and Development Department of the Ministry of Foreign Affairs, between 2005 and 2006, served as Third Secretary at the Embassy of the Republic of Azerbaijan to Switzerland. From 2007 to 2010, he was a Senior Lawyer for Turkey and Central Asia at the Islamic Development Bank (Saudi Arabia), in 2010–2011, served as Deputy Head and Head of Department at the Foreign Investment and Economic Relations divisions of the Ministry of Economic Development. From 2011 to 2018, he worked as an expert on international projects and held managerial positions in the private sector. 

He has served as a member of the Azerbaijani Bar Association, co-founder of the Azerbaijan–British Lawyers Association, and Vice President of the Azerbaijan–Italy Chamber of Commerce. 

Anar Karimov, who holds a Ph.D. in Law, has served as a lecturer for the English-language Master's program at the Faculty of Law of Baku State University. 

From 2019 to 2025, he served as the Deputy Minister of Labour and Social Protection of the Population. 

By the Order of the President of the Republic of Azerbaijan dated April 15, 2025, he was appointed First Deputy Minister of Finance of the Republic of Azerbaijan.
