Born in 1988.
Studied at the Azerbaijan State University of Economics from 2006 to 2010, specializing in Legal Regulation of the Economy.
In 2011, worked at the Sumgait Technologies Park.
From 2012 to 2021 served as the Chief Financial Officer at Azercosmos.
In 2021, appointed Advisor to the Minister of Digital Development and Transport.
In 2024, by the Decree of the President of the Republic of Azerbaijan, appointed Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan.
By the Decree of the President of the Republic of Azerbaijan dated March 3, 2025, appointed Executive Director of the Azerbaijan Transport and Communications Holding.
Shahin Babayev is a member of the International Association of Chartered Certified Accountants (ACCA).
Fluent in Russian and English.
Married.
