Azerbaijan was one of the countries that achieved the highest progress in artificial intelligence readiness

According to the "Government AI Readiness Index 2025" report published by the international research center Oxford Insights, Azerbaijan has made significant progress in artificial intelligence readiness.  Our country rose from 111th place to 70th place within a year. Thus, Azerbaijan achieved rapid progress in 2025, becoming one of the countries with the largest year-on-year growth.

According to the report, Azerbaijan's overall score was 48.96, which exceeds the average score of 41.4 for the South and Central Asia region. This compares to 39.92 in 2024. At the same time, Azerbaijan showed the highest result among the South Caucasus countries. 
 
This result is an indicator of the consistent steps taken by Azerbaijan to accelerate digitalization processes in public administration, apply artificial intelligence technologies, strengthen digital infrastructure, and develop the innovation ecosystem.

It should be noted that in this context, the work done to expand the activities of the National Artificial Intelligence Center, one of the AZCON Holding companies, strengthen coordination between government agencies, develop human capital, and form national Artificial Intelligence (AI) platforms contributes to strengthening the country's institutional capacity in artificial intelligence.
