Azer Aziz oglu Bayramov was born in 1970. In 1990, he graduated from the Baku branch of the Leningrad Financial and Economic Institute named after N. Voznesensky, earning a degree in economics. He graduated from the Law Faculty of Baku State University in 2000.  

He began his career in 1990 as a state tax inspector at the Main State Tax Inspectorate of the Ministry of Finance of the Republic of Azerbaijan (MFRA). From 1992 to 1996, he was the Head of the Department for International Taxation at the General State Tax Inspectorate, and from 1997 to 1999, he was the Head of the Department for Work with Large Taxpayers. From 2000 to 2004, he served as the Head of the Main Department of Tax Policy and Revenues of the MFRA. In February 2004, he was appointed Deputy Minister of Finance of the Republic of Azerbaijan. By order of the Cabinet of Ministers of the Republic of Azerbaijan, he has been the Chairman of the Commission for Forecasting Budget Revenues since 2004. 

He was appointed a member of the Supervisory Board of SOCAR by the Decree of the President of the Republic of Azerbaijan dated January 23, 2021.  

Azer Bayramov was appointed a member of the Supervisory Board of the public legal entity "Azerbaijan Transport and Communication Holding" by the Decree of the President of the Republic of Azerbaijan dated November 7, 2024.
