Sahib Nureddin oghlu Alakbarov was born in 1952. He graduated from the Azerbaijan Institute of Oil and Chemistry in 1972 and the Moscow Academy of Social Sciences in 1984.

Since 1974, worked as an engineer at the Bilajari junction of the Azerbaijan Railways, from 1975 to 1996 in the Komsomol and party bodies, and from 1996 to 2005 in various positions in the private sector. He was a deputy of the Supreme Soviet of the Azerbaijan SSR for two terms and a commission chairman.

From 2005 to 2009, served as the head of the Sabail District Executive Power of Baku, and since June 2009, served as the deputy chairman of the State Statistical Committee of the Republic of Azerbaijan.

He was appointed Deputy Minister of Taxes by the Decree of the President of the Republic of Azerbaijan dated July 2, 2010.

By the Decree of the President of the Republic of Azerbaijan dated April 1, 2020, he was appointed Deputy Minister of Economy of the Republic of Azerbaijan.

Sahib Alakbarov was appointed a member of the Supervisory Board of the public legal entity "Azerbaijan Transport and Communication Holding" by the Decree of the President of the Republic of Azerbaijan dated November 7, 2024.
